What is a material test certificates (MTC)

What is a material test report?

A mill test report (MTR) and often also called: 

  • Certified mill test report, or
  • Certified material test report, or
  • Mill test certificate (MTC), or
  • Inspection certificate, or
  • Certificate of test, etc.

It is a quality assurance document used in the metals industry that certifies a material’s chemical and physical properties and states a product made of metal compliance with specific standards such as ANSI, ASME, ISO, JIS, etc.

Mill here refers to an industrial steel which manufactures and processes raw materials.

A MTC provides traceability and assurance to the end user about the quality of the steel used and the process used to produce it.

Inspection documents

Trace  the  history  of  the  material,  reference  to  the  inspection documents  must  be  made.  

Which  provides  guidance  on  these types of document. Under BS  EN  10204  Metallic  products  –  Types  of inspection  documents  is  the  standard.

Non-specific inspection

Inspection  carried  out  by  the  manufacturer  in  accordance  with  his  own procedures  to  assess  whether  products  defined  by  the  same  product specification  and  made  by  the  same  manufacturing  process,  are  in compliance with the requirements of the order.

Non-specific inspection type 2.1 are documents  in  which  the  manufacturer  declares  that  the products  supplied  are  in  compliance  with  the  requirements  of  the  order without inclusion of test results.

Non-specific inspection type 2.2  are  documents  in  which  the  manufacturer  declares  that  the products supplied are in compliance with the requirements of the order and in which test results based on non-specific inspection are supplied.

Specific inspection

Inspection  carried  out,  before  delivery,  according  to  the  product specification,  on  the  products  to  be  supplied  or  on  test  units  of  which  the products  supplied  are  part,  in  order  to  verify  that  these  products  are  in compliance with the requirements of the order.

Specific inspection type  3.1  are  documents  in  which  the  manufacturer  declares  that  the products supplied are in compliance with the requirements of the order and in which test results are supplied. 

Specific inspection type  3.2  are  documents  prepared  by  both  the  manufacturer’s  authorized inspection  representative  independent  of  the  manufacturing  department, and  either  the  purchaser’s  authorized  representative  or  the  inspector designated  by  the  official  regulations,  and  in  which  they  declare  that  the products supplied are in compliance with the requirements of the order and in which test results are supplied. 

MTC contents

Minimum information shall provide in the MTC type 3.1

  • Company: QMS manual or qualification ISO 9001,
  • Steel mill’s name, 
  • Trace number: heat/batch number,
  • Melting process,
  • Ladle/product test results: actual test values of chemical compositions and  mechanical properties, not required a report.
  • Material specification and grade,
  • Dimensions,
  • Quantity and weight,
  • Heat treatment,
  • Hydro test/NDE,
  • Suplementary requirements: PMI, metal graphic, etc.

Above contents of MTC type 3.1 are guide to review and evaluate an acceptance/rejection because almost projects are required MTC type 3.1 or 3.2 and depend on vendor list and limit country of origin.
